2.This building is new and is where Ingen bred the spino. The only reason they built it in the same place as the other on was to save costs.
3.According to a snippit of news in November at Coming attractions, the spino DOES kill the t-rex.

A previous spolier said Grant and Co find a lab that's being used to breed dinos. At least sicne the hurricane hit. Not necessarrily the day before.
