I almost want to say, if Spielberg doesn't want to be creatively involved (i.e. do some work) then hand the franchise over to someone else.
If Spielberg is just going to sit in an office and read script drafts all day in whatever mood he's in said day, saying "yes" or "no" to the script, thats not proactive.
