If they made JP4 that fast then it would probably be very cheap, thrown together, and an all around Bad Movie :(
I think we'll see it around 2OO4, or probably in 2OO5.
Also, I doubt that the dinosaurs (in JP4) will be entirely CG because (if I remember correctly) Stan Winston said that his studio would deffenatly be "trying to out-do thier work on JP1-3 if there is to be a JP4".
And there most likely will be

Universal Studios has had the rights to produce six (6) motion pictures based on Michael Crichton (official site) since 1993, but they have now given the green light for production.
